Jor-El and Zod both want exactly the same thing at the start of the film. Except Zod wants to do it without the inept old guard leadership that is going to die anyway in the planet's destruction that they themselves caused.
Somehow, Zod is the bad guy here.
Also, they "punish" Zod by sending him off into Space Jail, safely OFF the literally self destructing planet.
